Batman: Arkham City- who is Hugo Strange?

Fans of the Dark Crusader, we all know of batman A-list arch rivals and the retarded villains that are just there. but for most of you who don't know about Dr. Hugo Strange, let me shed some light to you.

HUGO STRANGE

He is an insane psychologist and chemical genius who is one of few people who knows of batman's secret identity.Just as The Batman was familiar with him, Strange knew of his adversary long before they met.Hugo Strange was originally a criminal scientist who uses a stolen "concentrated lightning" machine to generate a dense fog, allowing him to rob banks unseen. however, he was no match for batman when he caught him in the act. afterwards, Strange vow for revenge and blah blah blah until suddenly Stranger disappear without a trace and was presume dead to batman mind. but later on he returns to Gothman because Only Batman can offer Hugo Strange a challenge.

but anyway it is revealed in the sequel to Batman: Arkham Asylum, that Hugo Strange is now heading the new facility in Gotham City and is mentioned that Hugo may be working with The Joker from the previous game.
